ACADEMIC BACKGROUND

WORK EXPERIENCE
As Civil Servant
Prof. Facetti has been President of the National Institute of Technology and Standards (INTN) from 1996 to 1997, and head of the Paraguayan Negotiation Group at the SGT-3 Technical Standards- MERCOSUR.
He was the first Minister-Secretary of the Ministry of the Environment and author of its legal framework. Main negotiator of the MERCOSUR Environmental Protocol and several programs for the conservation of the Pilcomayo Basin and Guarani Aquifer.
He has also been advisor to the Vice President from 2003 to 2007 in sustainable policies and nuclear policies, being the principal Paraguayan negotiator at the diplomatic conference for the Amendment of the Convention of the Physical Protection of Nuclear Materials (A/CPPNM).
He was advisor at the National Congress from 1997 to 2000 and from 2014 to 2017, and to the Minister of Foreign Affairs between 2013 and 2015 (in nuclear conventions and treaties). Author of the National Nuclear Law (approved in 2014). Prof. Facetti was also the National Defense Council’s Director General for Science and Technology between 2012 and 2013, and a nuclear security, science and technology advisor between 2015 and 2018. During 2018 he was member of the Transition team in Foreign Relations and coordinator of the team that prepared the Program for Sustainable Development of the Elected President Mario Abdo Benitez. From August 2018 he was the principal Advisor and Counsellor to the Minister of Foreign Affairs up to the present.
EXPERIENCE IN MULTILATERAL ORGANIZATIONS
As diplomat he was Chief of the Organization of American States’s Governance Programme in Haiti, Special Mission for Strengthening Democracy in Haiti (2002, 2003). Directing the Portfolio of Governance. Preparing the budget, monitoring the performance, development of the monitoring and evaluation system and ensuring efficient/effective management of the technical co-operation (TC). Coordination with the Bayeurs de Fonds for the improvement of the Portfolio Budget.
He was advisor to the Ministers of Environment or Sustainable Development of different Latin American states: Ecuador (2007), Bolivia (2006, 2007), Uruguay (2009-2010) and El Salvador
2003 and 2007.
As expert he was member of the IAEA’s Waste Safety Standards Advisory Committee (WASSAC, 2005-2007), advisor to the IAEA’s Director General and member of the Advisory Security Committee (ADVSEC, 2007-2009), and has been designated Vice President of the IAEA’s Nuclear Security Guidance Committee (NSGC) for the 2018-2020 term.
PROFESSOR – RESEARCHER
Prof. Facetti started his studies in radioecology in 1984. In 1990, he travelled to Europe to expand his research on heavy metals in rivers and water reservoirs and nuclear analytical techniques. He continued working on this topic while at the University of Antwerp, University of Toulouse and with the University of Buenos Aires. His research papers were published in various academic journals.
In 2013, Prof. Facetti received funding from CONACYT’s Prociencia programme and directed several environmental research projects. In 2014 and 2015, he became Invited Professor and Researcher Professor for the Centre National des Recherches Scientifiques and the Observatoire Midi-Pyrennees France, while working at the University of Toulouse-Paul Sabatier, in France.
Prof. Facetti is lecturer in Environmental Chemistry and Environmental Management and Assessment at the National University of Asuncion’s School of Engineering; has been Tutor and Professor of the Doctorate Program at the National University of Itapua (Paraguay), and lecturer at the Strategic Studies Institute (since 1996 to the present) and at the Carlos Antonio Lopez Diplomatic Academy (since 2014 to the present). Prof. Facetti has also been a guest speaker at the Pierre and Marie Curie University (UMPC), the University of Kyoto, the University of Aveiro (Portugal), the National Defense University (USA), at the Center for Hemispheric Defense Studies and at the Copenhagen Business School.
He is researcher at the National University in limnology, groundwater pollution, climate change and biodiversity conservation in particular in the follow areas:
Emission Factors of Greenhouse Gases in fuels used in the transport sector.
Groundwater pollution from MTBE and from antibiotics (in collaboration with the Catalan Institute of Water).
Monitoring of jaguar and ungulates from the Chaco Region (in collaboration with the University of Aveiro Portugal)
Determination of the Trophic State of the ITAIPU Dam, and Yacyreta Dam (in collaboration with the Universite Paul Sabatier-Toulouse).
Enrichment of Heavy Metals in Sediments of Paraguay-Parana System River.
Eutrophication levels of the Ypacarai Lake. (Collaboration with University of Trento-Italy.
Energy efficiency of nests of Furnarius rufus
Impact of soybean expansion in the Upper Parana Atlantic Forest and the social and environmental spillover effects (Diplomatic Academy – Ministry of Foreign Affairs)
